Provision and bill Clients
An Account Manager provisions Clients into their own book and exports a connected-minutes statement for any billable Client or Account Manager.
Provision a Client
Provisioning creates the Client with default Ping access, a prepaid account with zero opening balance and zero overdraft, the requested Widget concurrency, one Client-owned Preview docket, and a password-setup email. It never returns an API key.
Confirm first: email, name, region, fixed Preview phone, Widget concurrency, and one source resource of each kind. The phone and Preview DID must match the Client region. The DID and partner credential must be owned by or granted to you; the Vox server must be Ops-granted to you.

Use the `dino-ping` skill to provision a Client in my book.
Client: <email>, <name>, region <in|us>, preview phone <e164>, concurrency <n>.
Use my owned or granted DID, partner credential, and Ops-granted Vox server.
Show the full account policy (prepaid, zero overdraft) and every resource ID.

--confirm-mutation account.client.provisionRepeat a --preview-* flag to add more resources of that kind in the same atomic docket. An exact retry with the same inputs may finish interrupted provisioning; changed inputs fail instead of mutating the existing Client. Do not place a preview call as part of provisioning.

Gotchas
- Provisioning never creates or returns an API key. The Client sets their own password by email.
- Do not add pricing, credit, or capacity-policy arguments here. Hand the returned Client ID to Ops for non-default policy.
- The Preview resources are source IDs. A later Client preview uses the returned allocation.
